§ 13-15. Special events of significant impact.

  • (a)

    Events which will require more parking than is available on the property where the event is to be held shall be deemed special events of significant impact. Events which place an unusual demand on public services may also be deemed by the city manager special events of significant impact.

    (b)

    The city manager shall prepare an application form for persons or organizations interested in holding an event of significant impact on public property. This application form shall provide sufficient information for the city to evaluate the request for a permit and the impact of the event on the city and its services.

    (c)

    Permits for events of significant impact can only be granted by the city commission except where the applicant for a special event of significant impact can demonstrate to the city manager that the permit requested is for a special event which has previously taken place at the property on a minimum of three (3) prior occasions whereupon such showing the city manager may issue the permit. Nothing about this section shall be interpreted as preventing the city manager from requiring an applicant to seek approval from the city commission as the city manager may deem appropriate in his sole discretion based on factors such as, but not limited to, the demand on public services caused by the event in the past or which could potentially be caused by the event.
