§ 13-10. Findings.

  • (a)

    The city finds that fairs, festivals, parades, athletic events, firework displays, exhibitions, outdoor musical entertainment, weddings, wedding receptions, and other similar events conducted on public property can attract large gatherings of people which, if uncontrolled, may cause annoyance to residents of noncommercially zoned properties and may cause adverse health and safety conditions requiring municipal regulation to ensure adequate sanitation and sewage disposal facilities, medical facilities, control of parking, traffic, and crowds, and other regulations in the interest of the public safety and public health.

    (b)

    In addition, the city finds that such events may have a substantial impact on limited city services, such as the police and the public works departments.
